With the authorities having booked over 300 persons, including political leaders and activists, under the Public Safety Act (PSA) in the wake of the abrogation of Article 370 on August 5, many of the PSA dossiers that form the basis of the detention orders are just copy-paste versions of each other.

On August 14, the authorities in Budgam district booked two youths under the PSA. Both hailed from two different villages in the Chrar-i-Sharief area of the district. But a close look at their grounds of detention, which forms part of the detention order, reveals that the words and the language in both the cases is identical.

“From the perusal of the material put forth by the Budgam Superintendent of Police, it emerges that you are a chronic, habitual and hardcore stone thrower, found responsible for organising anti-national protests and provoking the youth to throw stones at security forces and peace-loving citizens, which results in serious law and order problem,” reads a paragraph in the grounds of detention of Sahil Majeed Dar, who hails from Gulshanabad Chrar-I-Sharief in Budgam district.

Ironically, the same grounds of detention have been copied in the case of another detenue, Faheem Akram Bhat (21), a resident of Trajbal village in Budgam district.

Incidentally, both the detention orders have been passed by the Budgam District Magistrate on August 14. Another ground in Sahil’s case reads, “You always look for opportunities where you can exploit the sentiments of the common masses in the name of ‘azadi’ or other issues that can lead to law and order problems. You are in constant touch with anti-national elements and act at their behest.” Same words have been repeated in the document explaining the grounds of detention against Faheem Akram.
